Why it matters

The charter speaks explicitly of a kefalia of Sredets, and the wording leaves no doubt that this is a local governor. That single mention is the main reason Sredets can be identified as the administrative centre of the southwestern lands in the last decades of Bulgarian independence.

It is a small thing to hang an argument on, and it is nearly all there is. The Bulgarian administrative map has to be reconstructed from scattered phrases in charters like this one, because no register or list survives.
